We are proposing a multi-stakeholder process, governed through a balanced steering committee of co-convening, sponsoring, and participating interests. At the discretion of the co-convening members, steering committee membership may be supplemented through invitation to other sponsors and participants to achieve adequate representation and balance. Within the steering committee, decisions will be made by democratic consensus.
